Future Programme
Climate
Action Network-South Asia (CANSA) is presently in its
formative stage. It is essentially a networking organization.
Its efforts, contribution and impact will really reflect the
strength of its members' commitment to the issues. The CANSA
members very in their capacity to address these emerging
scientific and policy issues both at national and
international levels. CANSA members will have to interact
closely and work to the strengths of each NGO in order to
complement the work, research and policy efforts of their
respective governments and also other NGOs in the region.
CANSA will continue to work closely with CAN and other CAN
networks.
It is
heartening that some CANSA members are already developing
proposals to work on priority research areas with the CANSA
secretariat or other members. CANSA would strive to raise some
funds to undertake some of the proposed activities.
The research
agenda developed in the First Regional Meeting is a beginning
of these activities. This new and emerging field of global
climate change : science, policy and impacts, requires intense
collaboration between both South-South and North South
organizations. In the best tradition of CAN and its members,
CANSA plans to continue to do so.
CANSA would
continue and perhaps strengthen its participation in the INC
process by greater participation of NGOs. Perhaps the most
effective participation can be achieved by developing
issue-based or regional position papers and country papers,
thus strengthening the respective government negotiators from
the South Asian region to negotiate more effectively.
CANSA is
aware of its role and the socio-economic realities of South
Asia. hence as a priority it has initiated the three research
areas, viz, (a) Climate and Poverty (b) Climate-Environment
and Population and (c) Climate Change and Natural Disasters.
These, in
their own fights are broad research areas. Thus, attempts will
be made to keep the focus on INC so that these results can
feed into INC and UNCED processes. Using "Clime Asia" the
CANSA Newsletter as a vehicle is one method. Raising the
issues in INC negotiations is another. A third option is the
UNCED meeting during the Earth Summit. Bangladesh Centre for
Advanced Studies (BCAS) is organizing a one-day workshop in
the '92 Global Forum in Rio de Janeiro in June 1992 on
"Poverty and Environment : Sustainability Indicators for the
Poorest". The preliminary findings of CANSA may be fed into
that process also.
In
conclusion, being a networking organization, CANSA would
welcome participation and suggestions from and collaboration
with NGOs, scientists, governments and policy leaders from all
over the globe. It is the only planet we have. We all must do
our bit to ensure a better present and a future with minimum
risks, particularly that of the global climate change.
